STIMULUS MATERIAL

Framing Articles

Climate Change Opening paragraph

The United States Congress is currently debating the merits of climate change and of enacting more environmental regulation. Congresspersons debated how much government regulation is needed and how serious of a problem climate change is to the American people. Congress will be voting for or against the Environmental Regulation Act of 2016 in the next month. The pro-regulation supporters of this act want to cap the yearly amount carbon dioxide emissions American companies can lawfully emit before facing penalties. Pro-regulation supporters believe that carbon dioxide (CO2) is a greenhouse gas emitted through human activities and is the main cause of climate change. Anti-regulation opponents of the act believe that the cap will be set too low and that evidence does not support that climate change is caused by human activity.

Pro-Regulation – Individualizing Frame

The reasons given by pro-regulation supporters in favor of more environmental regulation were that environmental policies will protect the environment that American people live in. This includes protecting the air that Americans breathe which is polluted by CO2 emissions. Industries have abused the peoples’ environment since the beginning of the industrial revolution, and now we need to protect where people live. Since it is industries harming the people’s land and air quality, it is only fair to cap industry emissions per year.

Pro-Regulation – Binding Frame

The reasons given by pro-regulation supporters in favor of more environmental regulation were that this is an opportunity for American industries to be innovative and take a leading role in the environmental movement. Our environmental regulation policy will show the world that Americans are united in their determination to eliminate climate change. American industries don’t respect the environment and need to be capped on how much CO2 they can emit into the air. The American environment is a sacred part of the American way of life, and we should regulate the industry behaviors that lead to climate change.

Immigration Opening paragraph

The bill in question is “H.R. 258: Visa Waiver Program Extension and Terrorist Movement Prevention,” and in its current form, the bill would reform the visa waiver program to increase application requirements and hinder potentially dangerous individuals from obtaining temporary residence in the United States. Other initiatives in the bill include maintaining border security, reviewing citizenship qualifications, and improving surveillance along suspected points of entry by unauthorized immigrants. Congress is currently motioning to accept or reject H.R. 258, as amended in the house.

Permissive-Immigration - Binding Frame

Americans in favor of permitting visas to immigrants to qualify for citizenship advocate qualification should depend on compliance with the registration process. The immigrants coming to the United States are families looking for a place to call home – not enemies of the state. We cannot defy our moral code as civil rights leaders. The integrity of this nation depends on the principles we adhere to, and bills like H.R. 258, that seek to deny immigrants, would only tarnish America’s stance on human rights.

Permissive-Immigration – Individualizing Frame

Americans in favor of protecting immigrant rights in the United States found denying citizenship as damaging to lives. We cannot close our borders in prejudice of immigrant families. These people came to the United States because we guarantee justice for our citizens. If we discriminate against who is and isn’t allowed in this nation, then we are no better than the countries being fled. Bills like H.R. 258 only promote the suffering of immigrants seeking U.S. citizenship.
